Baja Mexico Vacation: Cheap Accomodation & Adventure Ideas? - all inclusive adventure vacations

I received two free tickets for San Diego, CA. I was there, but I want a jeep and drive to Mexico to rent for 9 days. I'm working from 9 days in mid-September.

Does anyone recommend a town, hotel, rental cabins, etc., unit 2 days in San Diego? Requirements: At the beach in the Pacific or Sea of Cortez, and offers snorkeling / diving. Moreover, no other "adventure" activities around (boat rentals, mountain biking, horseback riding, etc.) would be an advantage. The continental breakfast is great, but "all inclusive" is a loss in the light eater and I do not drink.

Travel agencies do not hesitate to answer, but I'm living for someone with recent experience with the one where they wanted, or perhaps a good or a B & B owner. There are only two of us on our toes. The costs are a problem: I need a 5 star hotel, the only clean and comfortable to rest your head after a busy day.
